Can Business Essentials user Create transport rule in exchange online and upload app to sharepoint online?

Hi all,

I have a user in Office 365 Business Essentials, I want to Create a transport role in exchange online,In this article exchange-online-service-description , Office 365 Business Essentials user looks can create transport rules. but I can't find "Rules" menu. Where are the transport rules gone?

And in same user, can I deploy some sharepoint App which is design by me ? I can't find sharepoint center administrator page, so  Where can me upload the app to sharepoint online?
