Mailbox Migration Error With ADFS and Dir Sync

I'm attempting to use the staged migeation. ADFS, SSO, and Dir Sync are all setup and working. I created the CSV file and used the email address (not login name) and set the ForceChangePassword value to false.

However, when the migration starts, all users fail with the following:

"ProvisioningFailedException: need to have an owner before trying to create the proxy"

Why would this happen and how do I fix it? Other posts show answers for when you're not using SSO and ADFS but there aren't any answers for my scenario that I could find.
