I am a government entity in Florida and are in the process of migrating from Exchange 2003 on premise to Exchange 2013 online as part of the Office 365 E3 plan. We are required by Florida law to retain all user email indefinetely and be able to produce email for public records requests. When we hosted our own Exchange Server in house, we used a Barracuda Message Archiver to ensure compliance. I want to eliminate the Barracuda and use the eDiscovery and email retention feature on Exchange 2013 Online.
I was chatting with a Microsoft support agent and they basically told me the only way to retain all emails indefinetly for future eDiscovery was to put every mailbox on litigation hold indefineitely. Is this correct? I dont care how an individual user manages their inbox, deleted items, etc using Outlook, but no matter what thy do, all email must be retained for public records purposes.
What is the best way to set this up?
