We have Exchange in hybrid mode. I have created a distribution group (tried it both on the cloud admin pages and on-prem ecp site). The group does appear in both OWA and Outlook 2013 in the Global Address List and the All Groups. In Outlook 2013, we have two entries saying Offline Address Book. In the primary (first/top one), the group does not appear. In the second entry underneath the GAL and the All xxxx section, the Offline Address Book there does show the new distribution group. However, it seems that Outlook only checks against the first entry. I have tried using the Update-OfflineAddressBook command several times, and still this first one does not get populated with the new entry. I have repeatedly done the "download offline address book" in outlook, including deselecting the only download changes since the last update. I need to either figure out how to get this first Offline Address book to update, or to get Outlook to use a different address list as the default for Outlook email to check against.
