Outlook not syncing

I am using Outlook 2013 for an Office365 account with a P1 license.

 

Starting at around 6am PST, all my Outlooks across 3 computers stopped syncing.

 

First I tried to repair those accounts.  The repair succeeded but the accounts still did not sync.

Then I tried removing then re-adding the account.  This process seems to find my settings but gets stuck and times out at the "Logging on to the mail server" step.

 

I've tried on multiple networks, so this does not appear to be network related.  OWA works.

 

Any guidance would be greatly appreciated.
